Draft proposal on the establishment of a new inland port in Bac Ninh.

The Vietnam Maritime Administration has proposed that the Ministry of Transport report to the Prime Minister on the establishment of an inland port at Gia Binh Airport (Bac Ninh) and update it into the Inland Port Development Plan for the period 2021 - 2030, with a vision to 2050 in the next adjustment.

According to the proposal, the Ministry of Transport should direct relevant agencies to study the scale, connection methods, and investment plans for Gia Binh Inland Port during the planning process of Gia Binh Airport. This ensures synchronization and efficiency in the inland port system development strategy.

The Vietnam Maritime Administration believes that Gia Binh Inland Port will mainly serve Gia Binh Airport, while also integrating road and sea transport services for nearby industrial zones, thereby enhancing logistics efficiency in the region.

Previously, the Prime Minister approved the adjustment of the Master Plan for the Development of the National Airport and Airfield System for the period 2021 - 2030, with a vision to 2050. The inclusion of Gia Binh Airport in the plan will follow a streamlined process to accelerate aviation infrastructure development in northern Vietnam.

The Ministry of Transport has added the Gia Binh Inland Port project to the feasibility study for the development of Gia Binh Airport and the Gia Binh specialized airport. This inland port will be integrated into the logistics system after the airport becomes operational.

Forecasts indicate that by 2030, Gia Binh Inland Port could handle between 0.48 - 0.72 million tons of cargo, including approximately 0.26 million tons transported by air and 0.22 - 0.46 million tons by sea and road. It is expected that the total volume of air cargo transported from industrial zones in Bac Ninh, Bac Giang, Hung Yen, Hai Duong, and Hanoi will reach around 1.5 million tons by 2030 and exceed 11 million tons by 2050. Specifically, Gia Binh Airport is projected to handle 0.26 million tons of cargo in 2030 and reach 1 million tons by 2050.

Gia Binh Airport is scheduled to begin construction in December 2024, aiming to become a multi-functional, dual-use airport. The airport will cover an area of 245 hectares, feature a 3,050-meter-long runway, and require a total investment of approximately VND 9,000 billion.

Previously, the Bac Ninh Provincial People's Committee proposed that the Prime Minister update Gia Binh Airport into the Master Plan for the Development of the National Airport and Airfield System for the period 2021 - 2030, with a vision to 2050. According to the proposal, the airport will be classified as 4E, with a projected capacity of 1 - 3 million passengers per year (expandable to 5 million) and 250,000 - 1 million tons of cargo per year (potentially increasing to 1.5 - 2 million tons). The total estimated investment for this project is about VND 31,300 billion.
